If social media were running on CIA servers, I would think the CIA would transfer the applications and data to virtual servers that could be moved to any physical server around the world. Then they could separate and hide the data they want to keep secret. This is my rough assumption based on limited info.
CIA uses AWS for their server storage. At worst they would have given Twitter access to some contractor that had proprietary security, but that would be insulated from the CIA.
It's like they're both running a separate license of the same software, not hardware. The hardware is based on AWS.
They don't need to be 'running on' to be 'in bed with'. Seems more likely to me... In that case just need to disconnect/bury etc their tracks as EM's takeover gets close.
