That certainly could explain how Twitter could command such a high stock price with zero profit, but I don't see CIA, or any other government entity allowing a private citizen to have access to whatever they have, even if Musk technically owns it. The citizens of the U.S. own the U.S. Capital, and look what happened when the owners simply went inside to take a look :)
