In fairness, the UK is a parliamentary system. Citizens vote on their MP (member of parliament) and the MP’s form a coalition and select a leader to form government. Usually this is all sorted out before the election, but when someone resigns they have to do it on the fly.
This is normal for the parliamentary system. Not to say that things aren’t rigged in other ways.
