Alright, well you definitely have more options for working around the catbox issue than being on mobile. If you're using Chrome, Brave would be an option to "smoothly" transition into and I believe the TOR-lite functionality is turned on by default for Private windows. If using Edge, Brave will be the next best option, as they all use the same base technology.
Personally, I had downloaded TOR and just copy/pasted the catbox link there to view (and I could download the files too) - just annoying to have to do since GAW likes to host content on there and I was constantly going back and forth.
Hard to speculate with the ISP upgrade to fiber and what might have changed. But, if you're so inclined, purchasing a router that you have direct control over and using it in conjunction with your ISP's modem, would be a good way to "take back the power". Rather than just using all of the equipment you were provided. Many ISP's are locking down their equipment and preventing people from making configuration changes - notably DNS changes.
