I discerned the meaning from the context of other posts. Vijaya is an actual person. The woman who was responsible for the canceling of conservatives and Trump. Her name is a sort of play on Vajayjay, which is itself a play on vagina. So, women do not have penises and twitter does not have a vijaya any more. That's why they're celebrating. w00t.
