Matthew is repeating Jesus' words while Jesus was at the temple.
He's saying to obey the laws of the land, but do so for the right reasons. The laws of the Pharisees and Sadducees were the law of the land. But were devoid of spiritual meaning.
So, Jesus is saying don't be a rebellious dickhead just to be a rebellious dickhead (like an ancient Antifa). Obey the laws placed upon you, but in your heart, be pure.
This goes hand in hand with the previous chapter on giving unto Ceasar what is Ceasars, but give unto The Lord what is The Lord's.
