There are basically 4 elements in the ICCCPR-convention, or in UVRM that allow government to become despotic:

Public order ( you may not protest, associate, speak freely).
National security ( domestic terrorism).

The problem here is international treaties of which U.V.R.M. and I.C.C.P.R. are two. By graft, a way around the Constitutionally protected rights has been created without you even knowing and considering. That is juridical magic. And many countries have constitutions containing language that make international agreements the law of the land, without you being able to assent to it.
