How is the internet speed where you are?
Is something afoot with providers? Any advice on boosting reliability?

Hmm... WA fren here...
I just tested my XFinity (Comcast here) speeds over WiFi and I hit 260 Mbps down and 11.3 Mbps up.
So it’s not everywhere… just slow in rural areas perhaps. Xfinity not a provider option here. Ugh. Been watch old DVDs and VHS tapes just to have something on. Ugh.
What type of internet connection do you have....DSL, cable, satellite, fiber, mifi via cell network? And who is the provider?
Provider… TDS. Internet via phone line I believe
So DSL. From my experience, while slower than other types of connections, DSL is usually pretty rock solid and doesn't fluctuate. I had DSL for 6 years and in that time, one outage that lasted 15mins. Never had fluctuating speeds even though the speeds were abysmal. Have you called your ISP to have them run remote diagnostics on the line and router/modem?
