Incorrect. Bolsonaro did no such thing.

Furthermore:

Ciro Nogueira (Chief of Staff to Bolsonaro): "President Jair Bolsonaro has authorized me, when provoked, based on the law, we will begin the transition process,"

Meaning, the CoS has not been provoked or authorized yet by Bolsonaro to begin the transition process. And therefore, Bolsonaro has not conceded.
