Precedence.

If the US was the first out the door on this there is a good chance of civil war, however if Brazil goes first and creates the 'that worked out OK and was proven to be above board' precedence, anyone that would push for civil war in the US Brazil would have confirmation biased away any leg they could stand that argument on...
