Something like that. If he's not a fed he's a DS RINO infiltration of some kind.

I have a hard time believing he's JUST a grifter considering his connections to the Koch Bros, Erik Prince, Ukrainian hospitals, and shady Medicare business and government roles.

Too connected to be just a scam artist.

Unless George Webb is right and he's just a scam artist that's been flipped against Catherine. I'm not sure I'm buying that theory specifically though - Catherine's history beyond TTV is also sketch.
