I apologize. That's on me—I always assume people (especially those on GAW, which is supposedly full of the best of the best) know how things work. That's the paper Pompeo was served with. When you get served, you're given an official court document, usually a demand to appear before a court. This guy walked up to Pompeo like a boss and just served him and walked away.

EDIT, sorry to sound snarky. I guess the title could definitely have been more clear
