I work for a company that makes servers and software for surveillance cameras. All cameras i looked at this morning that we have on our demo systems go down to 1 frame per second. I don't know who this guy got his information from but I won't be watching the rest of this misinformed video.
He said every camera in the US only goes down to 5 fps. Sometimes but rarely lower is need on extremely limited networks or to lower the storage requirements. Very very few orgs use this but it is POSSIBLE.
