What are you talking about?? Yes, someone can take credit for things that happened while they were leader, while dodging the blame for things that happened while they had no leadership roles. Your classic cake analogy is grievously misapplied.
I guess you can argue it doesn't matter who is President, but if that's the case, it doesn't really matter if Trump gets elected again, does it?
The democratic party was responsible for the destruction of jobs during the plandemic, regardless of who was President at the time. The democratic party is now also trying to take credit for the "creation" of jobs that they destroyed, regardless of who was President at the time.
Biden has nothing to do with any of this, but he's trying to take credit for it in this tweet.
It does matter who the President is. But that doesn't mean everything that happens, good or bad, gets attributed to the President. Things happening while you are President does not mean you get credit for them. Sometimes things happen irrespective of you, and sometimes things happen despite you.
