She was probably hoping he would finish the job before the police got there and fight with police until they had no choice but to shoot him, then no one would know anything other than the guy attacked and killed Paul, then police had no choice other than to shoot to protect themselves from the deranged hammer wielding nutcase.

Sure seems she needed to get rid of Paul and the SFPD is certainly acting as if they knew it, but cannot say. Hence all the retractions and lies. They are the new Uvalde PD.
