Large cities started changing the way they report crimes. Seems to have started in the 90's. Most large cities report basically what they let someone plea down to. The early 90s were also the peak of voilent gang crimes.
What they should be showing is adding in people under 12, victims that were non gang afiliated, and original charges not what was plead down to. In fact, we need stats by city who is letting violent offenders plea down off felonies. Lots of people in that group. Wonder how many ended up with guns after pleaing down.
