Lotteries are such a scam. It would be so easy to recalibrate the mathematics so that more people won, even if it was substantially less money. Many people winning 100K, for instance, would do a lot of good for many people. But one person winning a couple of billion is fairly pointless. So why would they do something that helped numerous people? They wouldn't. And here we are.
