Just like as a 21st Century Community Learning Centers (21st CCLC) program will obfuscate the age of a child, so can the word "miner".

Side note:

CCP = Chinese Communist Party

CCLC = Chinese Communist Learning Center

Theres really no reason for 21st Century to be in the name. There's your clue.
