What seems odd about the moon here (SW Missouri) is that I have light cloud cover, but there's this big huge circular area around the moon with no cloud cover at all.
Total lunar Eclipse of the blood moon happens tonight over America. It starts at around 3 am Eastern Tuesday morning and reaches totality at 5:17 Eastern. It should start directly overhead then drop towards the West as it progresses then concludes.
Lunar eclipse tonight. Total. Mostly in the morning hours if you want to catch the blood moon.

I saw that. Even tried to get a picture of it. Is there an explanation for this in nature or is the military doing something?

Supposed to be at it's best around the 5 am hour going forward.
It's big, beautiful and bright, shining clearly, even through the clouds. I wasn't planning on gazing tonight, but had to stop and stare.
