Yeah that would give the money for something like that. Curious stuff.
But let's go on the thought expirament that we can't yet accomplish the speeds needed for real time or maybe even near real time predictions. I would argue that requisite isn't needed for this tool to be successful. It does require however that you are in posession of the ONLY tool like this. If your opponent is in posession of a tool similar to than one just plays out the moves and victory would come to whomever had the most advanced tool. But if your opponent does not have one than time or speed is no object to the extent that you are able to prolong opponents end goal long enough to accomplish your win.
In theory this program would have already ran most possible scenarios and each particular scenarios decison tree into many moves and counter moves ahead. Likely wouldn't be as accurate but maybe still accurate enough for owner to make small pivots and adjustments for unexpected minor changes or data points within that scenario.
The owner would first initiate the tipping of the domino and it's reaction in a direction that's desirable then feed scenario through the AI loop and may get 3 possible outcomes and all moves within each branch. Owner waits on the counter move in order to know which one of the 3 scenarios the "game" will follow.
Again if 'time' is not an issue than every amalgamation of possible scenarios can in theory be ran through the loop with the owners intended 'end' as the goal. Owner just waits for unsuspecting opponent to take them down that path.
Anyway man. Just thinking out loud here.
Definitely an interesting topic, and not so far-fetched to require a significant suspension of disbelief.
I don't think a system that couldn't "probe the internet, know all the things and have a pulse on the global impact" would be fair to be said to be near-omniscient. I definitely could consider it being an expert on societal responses, though. Given enough meaningful data, sufficient quantum processing power and a working general intelligence that's properly trained (probably years and years) to be accurate.
You're right that could be very powerful, especially if your moves are slow enough, and you can game out enough possible winning scenarios to have a good end result.
That would be quite the Whopper you'd have there, and that's most certainly something I could imagine a particular type of branch would find useful for all kinds of planning scenarios.
The impacts of AI are terrifying, and wondrous.
I wouldn't have a clue how to approach even submitting this idea to any entity capable of funding or implementing.
I suspect it's going to be the new 'arms race' for major global powers.
