I'm confused. Mike Lindell is saying that Utah is using machines but Utah County voted with paper ballots and only a scanner at the end. Can someone explain what he means about machines??

But there were NO MACHINES in Utah County. We had paper ballots, ballpoint pens and a scanner at the end. Is the scanner the machine that is a problem? Do the different counties have different ways of voting?
