They are not going to allow themselves to Lose Power and then be investigated for their crimes. I think this is where "Military is the only way" comes into affect!

The problem might be that we don't really have a non-corupted 'proper authority' any longer.

That would then leave the military as the only option. I believe that is what Q said very early on.
