Trump must cure the 2020 election fraud before he can declare for '24.

Curing the fraud means that he must be reinstated as the legitimate winner in '20. This must wait until post January 20, 2023.

These things must happen to preserve the Republic. The Republic is not preserved with an insurgent government.

Fraud vitiates everything including the Constitution.
