Our entire election system needs to be completely overhauled. There are old physical systems and new crypto systems that can be implemented, but it needs to be secure and backed by strict laws that punish illegal behavior to the maximum extent possible. Any acts that subvert a fair election should be treated as a serious felony that nears sedition and treason and should be punished with hard labor in a maximum security prison for no fewer than ten years.
