How to avoid vaccines for travel to Africa?

Any suggestions or ideas to avoid mandatory vaccines such as yellow fever for travel to Africa? I have a friend going who is trying to get a visa but isn’t able to without this stupid vaccine.

As long as you have access to IVM you should be good. Fly to Europe and cross Gibraltar.
