I have an idea. Dont even pile the cash together at all. Anytime they ask for funding tell them, "you'll get your funding when you win" hold up that sign and when they try to call you out on it tell them, "use your own money if you need money that badly" not 1 single red cent of a taxpayer dollar and hardworking dollar should go to anyone promising anything "when they win" they win THEN they get the money.
