I think both the elections were a sting and they needed to watch both presidential and midterm elections to capture all the bad ones. If they only did presidential, then half of congress could be sleepers and we wouldn't have proof in the same way.

It could be done using another heuristic, but this approach is the credibly neutral one, especially since R's and D's will both get caught in the dragnet.
