the NG is under Federal Authority. The NG takes orders from the President, which is why members of a free-standing MILITIA absolutely cannot take orders from a President. If the federal government, President included, goes tyrannical, the only forces left to protect the country is MILITIA.

So, whoever is legally president right now is controlling the NG & giving them their marching orders.
