All states do. If it works for the federal government it should be so for the state governments. Each county elects a senator (or two) and a proportional representative to the state legislature. Each county then gets allocated electoral votes, with even the smallest county getting a voice of two or three electoral votes.
Some states need an electoral college. California comes to mind.
