If Trump simply announces his run like everything is business as usual and talks about fixing elections AFTER 2024, when the military comes in and arrests everybody before 2024 it will look like Trump had nothing to do with it.

This is what he doesn't want to be in the center of. It's a mistake to think anyone means "attention" when they say this.
