I'm thinking 100M. Heck, our southern border is so pourous that 18 wheelers of illegals could pass in front of Border Patrol Agents and they would be waved through. How about south Americans being granted access through Mexico to get into America? Why can't we close the Panama Canal bridges so they can't travel north?
