Part of draining a swamp is to turn it into productive ground.

It's not enough to get rid of the rotten politicians, because more will simply replace them. We have to install GOOD people, patriots, in place of the rotten ones. We have to pass laws that prevent rotten politicians from doing what they have been.

Eventually, the good people will take over, the rotten politicians have no place to operate... and the swamp dries up.
