There are millions of reasons that this story is idiotic but the top one is that the Romans were rather good record keepers, and the idea that they'd just... "forget" how to make ships that can cross the world's oceans... when their own struggled in the Mediterranean, is especially stupid.
Also, I live in Arizona, even if you made the current rivers flush with water, the uphill nature of the rivers would make them impossible to navigate by a "sail" rigged ship.
