I think this needs following up. Did anyone in-fact die? or was the death element needed to make it worthy of retaliation? Afterall if "Russia" accidentally landed a missile in a field that is no reason for war, but killing innocents is, but it would have been presumed accidental by Russia. Ukraine killing innocents to trigger even more death is worse, being deliberate murder.
