We give NASA billions upon billions of dollars and they can't detect an object entering Earth's atmosphere until 3 hours before impact.

To be fair, those rocks aren't shiny, nor do they emit radio signals. NASA has detected thousands of other rocks and plotted their orbits so they can predict when they'll be near the Earth many years in advance. The exact track is impossible to predict because their small size allows perturbations from many other larger objects.
To be fair, your name is fitting and it doesn't absolve the fact that NASA is a waste of time and money and has been for longer than I've been alive at best and an active money laundering operation at worst.
You evidently don't know about all the communications satellites that NASA has launched over the years, including ones for ham radio operators, TV transmission, etc.
