Article 6.3 should state SHALL be sought in place of "may" be sought. The word shall is recognized as a finite, direct order as it relates to any form of governance from any govt body and leaves no room for individual interpretations. The word "may" leaves too much room for individual interpretation, ESOECIALLY as it relates to how any form of govt issues orders, regulations, and/or directives and gives the corporations in league with the various govts way too much leeway in how they exercise such interpretations.
