I have not found many (any?) newer dated bills. Why are there no newer bills in circulation?

The date on a bill is not the printing date. It's the design date. It's supposed to change when officials change and the signatures have to be replaced. Bills are not like coins. That should have been taught in school. I learned it on my own 50 years ago.
