Like the Death Star in Star Wars, maybe their facilities don't appear complete, but are fully operational.
We don't know what they actually have, we are at the precipice of extinction if they aren't stopped.

Underground Antarctica is visited by a select few but is not for the survival of humans. The few remaining Seraphim have long hibernated there.
Those with ears to hear will understand the words of John in Rev.6:15. There will be none who survive otherwise.
