Trump is the Scarlet Pimpernel too. Maybe even more so. So big and brash and comical is his persona that the NPCs can't imagine that he could be the most serious and accomplished president that the US ever had.

The NPCs cannot discern form from function and sometimes, neither can the cabal.

Bruce Wayne / Batman is another way of looking at Trump.
