The Soviet Union fell 30+ years ago and they havent issued new kit? He is an older reservist but hes not 50+ years old and very unlikely to have served under the old communist regime. Can you see a commander in the US military allowing even a reservist to be out of uniform in such a way?

We highly suspect that situations as he describes most likely exist so I dont know what the play is but I will remain suspicious here. Theres some psyop disinfo shit going on here.
