Can you point me to the 10 day requirement? I've searched the Constitution and can't find it directly.

That is my bad - I was looking at a combination of the 12th amendment, the Electoral Count rule of 1887, and more recent E.O's by President Trump.

You are correct, the 10 days for the review period was from Cruz. My bad on that.
