We had that problem in Australia, but years ago under a Conservative government they introduced ‘work for the dole’. If you are capable of working and move from place to place avoiding work as where you work has no employment due to no industry etc. you must do charity work or even don’t move you must work for a charity at least two days a week. You must apply for at your area you live and chose a charity job. If you have no disability you might have to work for 5 days. If you miss turning up for work at the charity for two weeks in a row, your dole is terminated and you cannot reapply for another 6 months or you must get a medical certificate from a government Dr. You must prove you live at an address with a gas or phone bill or Medicare in your name. ALL Australians receive a Medicare card at birth.
I like the Aussie idea. People should NOT be begging at the government (or whoever) while supported by everyone else.
Good idea about the charity.
