It says "by law, they must certify." That doesn't make sense, unless the certification criteria are unambiguously specified in the law. Perhaps it can only be based on results within their county, and they cannot use certification to object to the shenanigans in Maricopa County. But generally, the fact that they can certify, means that they have the right to "not certify."
