There are lots of possibilities;

The entire welded apartment story might be as much a fiction as the Russians committing genocide in Ukraine
The apartment was housing CIA agents
Cabal factions opposed to Xi using their local authority to attack people and make them fight against Xi

and on and on. At this point, no way to know what the truth is, all we know is there is more to the news.
