The headline says 17, but the article says:

So one has to wonder why they put 17 in the title, and in the tweet. Attention grabbing? 22 (21 plus the driver) is more dramatic, after all.

Also this emphasis on Hasidic Jews, as if this is at all important. There was a bus that crashed and children were injured, would be the important bit IMO.

It reeks of comms, but I don't know quite what yet.
