I'm taking it more literal, akin to bombing campaigns in WWII. Just blowing up/setting every single building on fire.

I get ya. I still think it's all the government, (or TPTB -which is a slightly different entity). Whether overtly, (bombing raids, etc.), or covertly, (antifa, etc.), all the same.
