Yes, I've heard that is the standard, hence Hitler being the Man of the Year in about 1938 or thereabouts. But TIME missed its own criteria this year. Zelenski has done very little to shape events except hide in the ruins and beg for money and weapons. The REAL mover and shaker this year has been either Trump or Putin. Putin actually made the corruption in Ukraine public news; and Trump has been endorsing quite a few winning American candidates.
But TIME lost its way decades ago when it pitched its tent in the camps of the Left. I honestly haven't picked up a copy of TIME, even in a doctor's waiting room, for years now.
