The people running the machines and poll books (Dominion, ERIC, etc) add millions of votes AFTER the poll book is verified, the vote takes place with inflated ballots, and then the voter rolls are restored BEFORE the next audit of the poll books.
In this way, the numbers look the same before and after the election, but during the month in between, which includes the actual voting, the polls are pumped and votes are dumped.
That is my recollection at least. He seemed to be all over this method.
