I actually think that it's more that it's like Russian roulette, only there are 5 bullets and one empty.
We can observe this because it's either people die fairly quickly after their first shot, or they die after the second, or they die after one of the boosters. And the boosters (so later batches) seem to be the ones with murder juice in it more frequently.
After all, they couldn't have their injection base all dropping dead before they reached the saturation levels they wanted.

I think there are the fast acting clotshots, but then I think all of the other shots are effectively some kind of poison that takes effect over time.
