I went partially down the rabbit hole 2015. I belonged to a writer's group. one of the people in the group was an LDS researcher who specialized in the history of polygamy. the guy was ex Mormon liberal but trusted by the church. he was allowed access to archives of the church when writing his original books on polygamy. at some point he befriended a secretary of Mit Romney's father who was also a senator years ago. through this person he was given letters between George Romney and the LDS church president trying to get permission to run for president... he shared copies of one letter with are group. this letter showed me that at least in the 1960s that if you were Mormon, you did the church councils biding or nothing when it came to politics. I believe the same is true today and all elected positions held by LDS politicians are still controlled by the church council and there is no freedom to differ from the church president and the Quarem.
